Respect the principles of institutional loyalty, good faith and legitimate trust that inspire relations between administrations. Catalonia -- Guarantee at all times compliance with the Constitution and the laws, with the challenge of provisions and resolutions that are adopted and that incur possible violations thereof. -- In this sense, applying the procedures provided for in the Constitution itself, the Executive adopted the following agreement: -- Agreement of the Council of Ministers of March 1, 2013, which raises the challenge of provisions without the force of law and resolutions of the Autonomous Communities provided for in article 161.2 of the Constitution, in relation to Resolution 5 /X of the Parliament of Catalonia, of January 23, 2013, which approves the “Declaration of sovereignty and the right to decide of the people of Catalonia”. -- The Government understands that the Resolution of the Parliament of Catalonia is unconstitutional for violating the provisions of articles of the Constitution 1.2; 2; 9.1 and 23 in relation to article 168 thereof. -- This agreement follows a previous one in which an opinion was requested from the Council of State on the origin of said challenge. C) Protection and exercise of rights and freedoms . It includes the educational reform, the Penal Code reform and the Private Security Law. 5. Foreign policy. Moncloa highlights that Mariano Rajoy has defended “at all times, within the European Union, the interests of Spain in the management of the euro crisis by the Eurogroup and the European Central Bank.

Conclusions of the dossier These are the conclusions of the report prepared by Moncloa: -- After two years of intense reforms, the Government can affirm - with caution, but also with satisfaction - that the recessionary cycle of the Spanish economy has closed, giving way to a phase of growth . -- The economic measures adopted by the Executive and the effort and sacrifice of all Spaniards have allowed Spain to achieve, in these two years, the greatest reduction in the public deficit among the large economies in our environment. -- In record time - just over a year - the financial system has also been cleaned up . The community authorities formally close the aid plan for Spanish banks, after the projected objectives have been satisfactorily met.
Once the necessary economic and financial stability has been achieved, the Government's efforts are now focused on job creation , as a priority objective, and on enhancing the conditions for credit and investment to flow again. Democratic regeneration -- In parallel to the actions in the economic field, the foundations are being laid for citizens to regain trust in State institutions , through an ambitious democratic regeneration plan. -- The Government guarantees political stability and democratic coexistence through compliance with the Constitution and the laws. -- Our country already projects an image of security and credibility in the international arena . -- We are prepared to move forward . The Government is convinced - and wants to convey this to all citizens - that a new cycle has begun: that of the path of recovery that must lead to the maintenance and reinforcement of our Welfare State. What will this report be used for? Now, the Government plans to use this 134-page document on trips abroad by ministers and businessmen , according to Moncloa sources explaining to ECD. The objective is to sell abroad that Spain has made an effort and that the country is “prepared to grow.” It will also serve to support the reports presented to international investors .
